碩士 / 國立成功大學 / 海洋科技與事務研究所 / 99 / Taiwan's coastal played an important role that undertook a rapid development of industrialization for forty years. However, due to overexploitation and overfishing,Taiwan's ocean enviroment has been exhausted sererly. In 2005,IMPAC1 suggested to build Global Marine Protected Area System to manage ocean resources. Even though the progression of Taiwan's MPAs was less than other countries, wa also have to modify the type of MPAs, to match the international needs.
This study integrates cases of international MPAs and MPA checklist of the IUCN-WCPA for valuated indicator of the key factors. According to the results, we could suggest government to plan a MPAs program.
This study is a qualitative study; meanwhile, uses structured interview method for information sources of stakeholders. Our survey locations were located in Houbihood and Turtle Island. Finally, we find that key success factors(KSF) includes participation and planning, stakeholder participation, clearly defined objectives, conflict resolution, government transparency, partnerships set, and zoning planning.
