A study toward lifecycle management for warship procurement / 生命週期管理導入軍艦採購模式之探討

碩士 / 國立中央大學 / 營建管理研究所 / 99 / For years warship procurement has been regarded as financial procurement based on the Procurement Law in Taiwan. All warship acquisition and maintenance goes through the lowest bid, which is not easy to remain warships’ technique consistence, maintenance quality, and combat capability. This research objective is to identify and quantify impact factors for warship procurement so as to suggest more suitable procurement type. Having comprehensive literature review, we can pinpoint preliminary factors influencing warship procurement. Given such, expert interviews clarify the outline for the questionnaire survey. The survey is aimed at experts with over 3 year work experience regarding navy or ship procurement. A total of 120 questionnaires using the Analytic Network Process (ANP) approach are sent out and 104 responses are returned. The study concludes 25 factors and their corresponding weights. The findings also indicate that the most advantageous tender integrated with lifecycle management contract type is the best type for warship procurement.
