鄉村偏遠地區的大眾運輸需求與供給

Dispersed population, low population density, few facilities, and sparse transport network are characteristics of remote and rural areas. These characteristics make remote and rural areas difficult to maintain the public transport services. For a long time, the low bus frequency makes residents lack of willingness to take buses, instead, they use personal vehicles. Therefore, public transport in remote and rural areas often faced a vicious circle of transport. In order to fulfill people’s right of mobility, however, government heavily subsidizes the bus services in remote and rural areas. But for the young and the elderly, or people who do not own personal vehicles and who do not have the ability to drive, are public transport services. This study takes Sinyi Township, Nantou County, with the characteristics of rural and remote areas as the study area, and focuses on the young and the elderly population. The purposes of this study are to evaluate the gap between demand and supply for local public transport through the survey of questionnaire.
The results show that residents travel from home to school, shopping trips, and hospital visits are the main travel purposes. The most unsatisfactory factors of bus services are low bus frequency, high fares and improper arrangement of bus schedule. In addition, the low density of population is a feature of Sinyi Township. Due to the low usage of public transport services, it is difficult for providers to schedule bus services based on residents’ practical needs. This clear shows the gap between demand and supply for local public transport. At the end of this study, some related solutions are suggested for improving present situation and further investigation.
