In recent years, the Chinese mainland market economy matures, the past mode of production is no longer applicable, so people began to think about, or the production model for system reform and innovation, this wave of innovation has gradually spread in mainland China, in particular, headed to Beijing, as China's capital is also the deepest areas of human resource potential through knowledge spillover effects, so that is also located in neighboring Tianjin benefit, although it is still two places and the development of Pearl River Delta and Yangtze River Delta mature, but the driving force to promote the development is quite different, Beijing and Tianjin, two cities large and small universities and research institutes, Beijing alone there are Peking University, Tsinghua University, including several internationally renowned institutions of higher learning . According to statistics, Beijing ,2009-2010 a total of 88 regular institutions of higher learning (including 15 private colleges and universities), graduate training institution 169. These units became the driving force of innovation in this region, so that also affects the strength of the region's industrial development.
Purpose of this study is to investigate both the Bohai Sea Area in Tianjin and Beijing real estate development and application of the four regional innovation system and construction are key elements of Tianjin and Beijing regional innovation system, while application of Triple Helix Model View industry trends. Thus conclude that the current momentum of innovation --- Bohai Industry Development of Beijing and Tianjin Twins Survey and recommendations.
