Study of Warships Outsourcing Maintenance by Using Analytic Hierarchy Process and Data Envelopment Analysis / 運用分析層級程序法與資料包絡分析法評估軍艦商維之研究

The concept of private business pulled in the logistics strategy of Military to meet the organizational change and the readiness requirements. It is the logistical equipments outsourcing maintenance to become one of the Military logistics strategies. The Navy promotes the policy about “the defense industry is rooted in the folk”and “self-defense industry” under consideration of technical standards and maintenance of civil shipyard. It is short-range goals to maintain a single system or single equipment under whole warship outsourcing maintenance. The Navy gradually released the amount of outsourcing projects and money with the level of technology and environment of present civil shipping industry to mature. It is to promote the warship outsourcing maintenance with general systems and dynamic equipments. It cannot meet the Navy's benefits to warship outsourcing maintenance at this stage. It weakened outsourcing maintenance benefits to military and civilian which cannot reach a consensus. This thesis studies the domestic and abroad outsourcing papers. It will be a reference for the Navy to promote the strategic of outsourcing maintenance in the future. It is used to establish criteria of the analytic hierarchy process (AHP) by using of the habitual domain. At same time, the hierarchical structure model has been established. It calculates the relative weights and its consistency between criteria by using the analytic hierarchy process. This thesis adopts three medium-sized domestic shipyards as outsourcing maintenance assessment and evaluates the performance by using data envelopment analysis(DEA) to compare with decision-making program.This methodology provides a decision evaluation model for decision makers, and the results can also be the reference for the military warship outsourcing maintenance.
