This issue is worth to study that how does Republic of China Air Force faces powerful threats to reach the highest logistic resource operation efficiency with limited national defense budgets.
This research uses Data Envelopment Analysis(DEA), focuses on thirteen Republic of China Air Force aircrafts on active duty, then acquire the flight cost data per hour from 2000 to 2009. This research also selects six input terms(personnel cost, fuel cost, aircraft maintain cost, administrative support cost, aircrew and ground crew )and two output terms(aircraft availability and real flying hours), adopts input oriented CCR and BCC models to analyze, obtains aircraft statistics to analyze the global technical efficiency, pure technical efficiency, scale efficiency and returns to scale of all military aircraft models. After the analysis, this research figures out model H military aircraft has the best efficiency value. Other aircrafts can consult the data. The method of this research can provide improvement way to inefficient military aircrafts, and reach the best scale efficiency.
This research through Analytic Network Process(ANP)and professional questionnaires to use Super Decision software analyze the result, then yield every model military aircrafts weights which are combat force indexes. Next, this research compares the relationship between total efficiency value and DEA output statistics from every model military aircrafts, the result discovers every model military aircraft combat indexes present obvious positive relationship between total efficiency value, negative relationship between aircraft availability.
