Study on Policy Indicator Analysis and Policy Implication for Offshore and Coastal Fisheries in Taiwan / 臺灣沿近海漁業政策指標分析及其政策意涵之研究

碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 99 / This study establishes policy indicator system to assess performance of offshore and coastal fishing policy related to ecological, production and livelihood dimensions in Taiwan. Three times of questionnaires of Modified Delphi method was used to select policy indicators. Furthermore, the weight of individual indicator was calculated by Analytical Hierarchy Process (AHP) in order to aggregate indicators to index. The results show that the objective of ecological dimension is to restore aquatic resources, but the production and catch per unit effort (CPUE) indicator are decreasing that reveals that the policy performance wasn’t achieve the anticipated goal. In production dimension, the indicators of vessel decommissioning tonnage and the number of fishing to off-season are increasing after implementation of Fishing Vessel Decommissioning Project and Off-season Fishing Project. It shows the objective of adjust production structure was achieved. However, the production value and fishing cost raise that causing the profit in the state of break-even and overall fisheries economy hasn’t been improved. In livelihood dimension, lack of the quantity of smuggled aquatic products and illegal fishing operation increased because of lack of patrolling vessels. The Fishery Agency needs to strengthen the fisheries management ability. The decrease of ratio in average fisher’s wage to average civil wage results in that the people are unwilling to join in fishery the goal of cultivation of fishery lobber was not achieved.
