碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 99 / Taiwan is an island surrounded by sea. With the great marine environment and abundant marine resources, life of the islanders is closely associated with the ocean. However, with rapidly multiplied population and booming economic development, the dependency on coastal and marine resources has become so great that it becomes a burden for the environment. This paper is built on three (political, legal, and social) institutional for reviewing the institutional arrangement of ocean and coastal management in three East Asian countries. Secondly, some background information related to ocean and coastal management of Taiwan was reviewed with analysis on the institutional arrangement of ocean and coastal management in Taiwan. Finally, the author made a comparison on the arrangement of marine and coastal management among Taiwan and the three abovementioned East Asian countries. In contrast to an integrated ocean and coastal management system in those East Asian countries, in Taiwan, there is an absence of legal basis for the Costal Act and the Basic Act on Sea Area in the Legal Institutions, and consequently, an integrated ocean and coastal management has not yet been implemented. For the Political Institutions on the other hand, even though the Council of Marine will soon be established in 2012 to have a minister without portfolio level of management for incorporating the administration of marine affairs, it is not certain whether this council is capable of making a good integration of all the central governmental departments as well as the local governments. In addition, ocean and coastal management requires not only comprehensive political and legal institutions but also a good partnership among the government, the residents, business corporations, media, and non-profit organizations in order to establish a sound social institutions leading Taiwan toward marine and coastal governance.
