碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 99 / Taiwan is surrounded by water and is blessed with diverse landscapes as well as abundant marine resources from the meeting Kuroshio and Mainland coast streams. Rapid economic development in recent yeas and the relaxation of coastal control have given rise to increased marine uses. However, lack of marine and coastal comprehensive planning led to the destruction of marine environment and land, threat to public safety and damage of social security. The pressure of increased sea use brings about confl icting use and negative environmental impacts. As such, national sustainable development was impeded and social and economic benefits of natural conservation were reduced. Comparing to the longstanding land use planning, there is no comprehensive framework of marine spatial planning(MSP). Currently, the government is drafting the National Land Act, the National Land Restoration Act, the Coastal Act and the Administration Zoning Act, but they are still insufficient to encompass marine management. Therefore, for the second year, the MSP pilot of southern Taiwan will be drafted according to the method of MSP that is often used internationally. Also, the framework and procedure of MSP in Taiwan will be established. The results of the second year of this research show that many important habitats have not been protected well. The proportion of area of marine protected areas to the area of the territorial sea is 0.56%. In term of marine security, it is necessary to increase the ship routes outside the harbors in order to deal with the intensity of sea use in the future. Finally, the exclusive fishing rights in southern marine areas often conflict with other sea uses and marine conservation. Therefore, the mechanism of compensation for exclusive fishing rights could be used to let fishermen withdraw their rights and protect their livelihoods in order to use sea reasonably.
