碩士 / 國立高雄第一科技大學 / 運籌管理研究所 / 99 / As the martitime transportation volume is greatly grown, numbers of merchant fleets are increased at a phenomenal speed during the last decade. With the moderate global economics growth, criminal offences in the sea are reported from time to time. Pirate attacks and armed robbery are two of the most damaging criminal offences endangered merchant fleets’ navigation safety and broke the order of the sea. Because merchant fleets sail between various nations, pirate activities become an organized and international crime.
This research reviews and summarizes the data from“Piracy and armed robbery against ships” reports issued by International Maritime Organization from 2000 to 2009. Firstly, this researcher reviews domestic and international strategies against piracy and armed robbery. Secondly, an AHP technique is used to obtain the weight of importance for various anti-priracy sub-strategies. Finally an IPA model is exhibited to reveal the overall effectiveness of thre different anti-piracy strategies proposed in this research.
