Construction of Safety Evaluation Indicators for Coastal Recreational Venues in Penghu / 建構澎湖海域遊憩活動場所安全性評鑑指標

This study was designed by Modified-Delphi method, AHP and semi-structured interviews to construct safety evaluation indicators of Penghu recreational places and provide further attention to issues about prevention . The study showed that the safety evaluation indicators of coastal recreational activities at Penghu include 5 aspects which include 16 factors and 77 indicators. Among those, the aspect about safety of people who participate the recreational activities is definitely the most important. The following 6 indicators keep the highest percentage: Instructors of all kinds of activities should be qualified with required certificates. Every activity guide should be familiar with their activities. The activity venue should meet the safety inspection standards. Every activity instructor should keep receiving regular training. Each venue is assigned to a full-time administrator who should take care of and be responsible for every activity and the use of each equipment. The high risks of each activity should be emphasized. All of the above indicators show that the active full-time instructors and venue administrators are the keys to accident prevention. In conclusion, the managing units should provide timely assistance to businessmen of recreational activities whenever they are in need, guide them how to train qualified activity instructors and venue administrators, and teach them how to keep the activity venues safe. On the other hand, activity participants should obey the activity instructor and their safety instructions, and pay attention to each notice. Moreover, the participants should evaluate their own physical and mental condition beforehand in order to enjoy the excitement from doing coastal recreational activities.
