Retrospection and Comparison of the Teacher Education Policy between Taiwan and Mainland China / 海峽兩岸國小師資培育政策之比較研究

博士 / 國立屏東教育大學 / 教育行政研究所 / 99 / In recent years, both China and Taiwan have been positively promoting education reform. Ever since Teacher Education Act was promulgated and implemented in Taiwan in 1994, there appeared the characteristic of diversified education institutions, diversified sources of students, and plenty of choices for employment of teachers. However, the problems of low birth rate and stray teachers highlighted the importance of teacher education to the development of Taiwan. In the same year, “Teachers Law” was also promulgated and implemented in China, starting to pay attention to the education of teachers and let teachers system legalized. The paper takes “Retrospection and Comparison of Teacher Education Policy between Taiwan and China” as the topic. The research purpose of the paper is to understand the historical contexts and legal origin evidences of the development of elementary school teacher education of Taiwan and China from 1949 to 2009. The paper deeply investigates the concept, system and current implementation situation of teacher education. The scope of research is mainly limited to the stage of “pre-service teacher education”. Especially after Taiwan experienced the change of the ruling party for the second time in 2008, there have been frequent interactions between Taiwan and China. It is hoped that the study can provide inspiration and contemplation on the development of teacher education policy of Taiwan in future.
