Abstract
Since 2000, the marine sport policy has become one of government’s important policies toward sport in Taiwan. It implies complex interaction for implementing this policy in terms of resources and power. This research adopted concepts of governance which are mainly derived from ideas of Max Weber’s Bureaucracy, Marxism, Neo-Marxism, Michel Foucault’s Governmentality, and the Neo-liberalism. It analyzes the allocation of resources and power in marine sport policy from the effects perspective. In this study, methods of literature analysis, in-depth interview, case study, and action research were conducted by the researcher. Regard to the research findings, this study reveals that national ideology is the key medium to shape the forms of Taiwan’s marine sport policy. The transformation of political regimes as well as the bureaucracy have influenced the development/changes of the policy. From the perspective of governance, the inadequate allocation of resources in marine sport policy was recognized due to a unitary and rigid power structure and a weak influence of civil society. Meanwhile, the policy is unable to meet people’s expectation and thus reflects fact that it is still in ‘infant period’. In order to develop a more complete policy, it is suggest that improvement of structural is needed.
