Factors affect the acceptable price of fishing license:A case study of port Anping, Tainan / 影響釣客對釣魚許可證願付價格之相關因素-臺南安平南北堤為調查基地

Relative authorities have planned complete managerial rules and policy to manage river or sea anglers and protect environment. However, there is only sketchy law to manage fishing activities in Taiwan. And these regulations can only restrain the river anglers but not sea anglers. Considering the decreasing of oceanic fishery resource and the rising of environmental movements, the fishery resource of coastal area of Taiwan can be protect by regulating the sea fishing with paid fishing license and the education of responsible fishing concepts.

The research focuses on examination four key factors which affect the acceptable price of the fishing license: responsible fishing, cognition of fishing skills, environmental requirements, and acceptable prices for improve fishery. The questionnaire survey was taken to acquire the information about these factors, and the research samples are fishing anglers at north and south side breakwater, port Anping, Tainan City.

The questionnaire survey was taken in November, 2010. 450 copies of questionnaires were distributed, and the proportion of effective sample is 94.2%. The survey results suggest the following statements:
1.The characteristic of the anglers:
A.Demography: age of 26-45 in major, resident of Tainan City and County.
B.Education: senior high school and technique education in major.
C.Occupation and income: industries in major, 20001-45000 NTD per month.
D.Fishing behaviors: 4-6 times per month, for 11-20 years. And 150-300 NTD each time in average.
E.Acceptable price in average: 50 NTD each time.
2.The statistics of responsible fishing, cognition of fishing skills, and environmental requirements are highly relative to the willingness to pay of the anglers. The acceptable price will be affected if anglers are concerned about the fishery improvement, maintaining, and management.
3.The SEM test results suggest that the responsible fishing, cognition of fishing skills, and environmental requirements of anglers are highly relative. However, the relationship between anglers’ fishing skills and acceptable price are not relative. And the environmental requirements are key factors affect acceptable price.
