The feasibility of establishing heroin-assisted treatment and supervised injection room: a qualitative research from viewpoints of harm reduction. / 海洛因療法與安全注射室之可行性: 採減害觀點之質性研究

碩士 / 國立臺灣師範大學 / 健康促進與衛生教育學系 / 99 / This study aims to reduce high-risk behaviors in IDU by referring to foreign harm reduction programs with the hope of understanding the attitudes and ideas in Taiwan.
In order to discuss the improvement of the current harm reduction programs and the feasibility of setting “heroin-assisted treatment” and “supervised injection room” in the future, this qualitative study is conducted by holding four focus groups (experts in the north and south, civil societies/institutions, and drug addicts) and interviews from five IDU. The interview data were transcribed and analyzed through narrative analysis.
The results showed that supporters consider the goal of harm reduction can be achieved by these settings while opponents concern that these settings may lead to drug abuse, and therefore can’t help IDU get away from drugs. Still, other people concern that these setting must be conducted with comprehensive assessment, complementary measures, and revision law.
Though there are still many issues which can be discussed in future research, this study suggests that the concept of harm reduction should be widely publicized and the existing harm reduction programs need to be improved as well. Then the floor could be opened for a discussion of the necessity of additional new measures.
