碩士 / 國立臺灣海洋大學 / 河海工程學系 / 99 / Dominant vessels are indispensable when navy takes charge of naval operations. Hence, terminal facilities should be complete for vessels, so we may maintain combat capabilities in peacetime and wartime. Resident terminals—important places where officers and soldiers live, work, receive training, and implement combat missions. The quality of terminal facilities and maintenance may directly affect not only the Navy’s daily life and missions, but living quality, morale, and berthing safety.
Recent years, commissioned by the investment sector of R.O.C., Military, Construction and Facilities Center, Armaments Bureau, Ministry of National Defense, R.O.C. has taken charge of engineering projects, and the effect has gradually become remarkable due to precise and clear organization and responsibility system. The responsibility of maintenance of terminal facilities still belongs to custody units, which may cause some disadvantages; for example, maintenance organization, human resources, supervisory measures, and budget may be inadequate and insufficient. These conditions should be bettered to make terminal maintenance system more complete.
In the life cycle of terminal facilities, all facilities will become worn out internally and externally, which may increase the maintenance costs, and meanwhile lower the quality. Therefore, inspection and maintenance work shall be emphasized regularly to ensure that facilities are well functional. The Navy has implemented “preventive maintenance” project for all kinds of vessels and weaponry for many years. The Navy relies on "Technical Manual" or "Maintenance Manual", inspects regularly, and computerizes maintenance period and improvement measures. According to empirical evidence, the life cycle of weaponry and facilities become extended. Besides, the related repair and maintenance records are complete, which causes a great help to weaponry and facilities maintenance management.
The study covers relevant literature and the above mentioned experiences, we also discuss the life cycle of general buildings in the beginning, examine recent related examination and maintenance experiences of terminal facilities, and finally we import complete terminal data into computers. Besides, we also set up website to produce models and present a research on terminal maintenance management system.
The conclusion of the study focuses on terminal maintenance management which shall be the key point of construction and maintenance facilities for R.O.C., Military. With the established “maintenance plan”, "maintenance manual or guidelines”, and “supervisory appraisal system”, it will be convenient for us to implement the examination and maintenance of terminals. We strongly recommend that the system be also applied to the examination of buildings, roads, bridges, and hillsides. Besides, to promote the maintenance work, on the website, we can offer related information of maintenance, such as regulations, announcement issued by the authorities concerned, construction prices, construction methods, and standard maps.
