Simulation Analysis for the Improvement of Operation Performance on Container Terminals – a Case Study of Kaohsiung Port / 高雄港貨櫃碼頭營運績效改善之模擬分析

博士 / 國立臺灣海洋大學 / 河海工程學系 / 99 / Port supply and demand for solving the problem in the past, focusd on the hardware projects (Construction of new terminal or purchase of new machinery), not only causing high investment cost, but also a long time associated with a negative impact on the environment. Transportation System Management has previously been applied to solve the traditional problem of transport supply and demand, to achieve good results. By virture of applying the concept of the system management, the port operation problems can be solved. Therefore, the purpose of low-cost, fast and safe can be met, thus resolving the imbalance between supply and demand.
In response to huge growth for port container throughput, the operational performance of port transportation systems need to be enhanced, using two ways:
1.The use of hardware engineering tools, to establish the infrastructure of port system and increase the port system capacity.
2.The use of software management tools, to develop strategies to improve the port system and the performance of port operations.
In practice, often both of engineering and management tools are applied, interactively to improve the port operations issues. This study does not explore the issue of demand. In stead, this research focuses on the enhancement of the supply of the management, by the new intersection of supply and demand curves to obtain a new balance. By applying the port transportation system management into practice to replace the hardware engineering construction, proposes the correct and efficient management improvement program. Port operations of complex process are difficult to be derived using the mathematical models based on the queuing theory.
In order to enhance the capacity of terminal operations, this study based on the current status of the problem, under the premise without re-construction or expansion of port facilities and other related hardware engineering, the system management improvement method, to reduce the need of the facilities and propose a number of the corresponding improvement programs, such as the berth adjustments or TO operation mode, will enabling a single container terminal to be operated by a terminal operator or a carrier.
Through the case study of the Port of Kaohsiung, the distributed dedicate container will be adjusted to a centralized operation terminal operators. Build up the simulation model to evaluate the degree of improvement proposals. The use of System Management concept and construction of the simulation model to use evaluation index for compared the proposals and evaluate the improvement degree of the proposals. The proposed TO model is expected to increase by 20 to 30% of the port operation of capacity, and reduce ship waiting time by 30 to 70%.
