An Empirical Evidence of Factors Influencing the Choice of Flag and Preference for Shipping Carrier / 船籍選擇影響因素與偏好之實證分析

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 99 / Transportation by sea is deemed as highly competitive industry internationally. Based on the principle of comparative interest, shipping company’ first task is to reduce its cost by choosing ship registration location. Therefore, one of the most important strategies is to set ship registration location based on those countries with fewer less restrictions on running in a shipping company. Through the method of literature reviews and interviews with experts, by way of questionnaires, to discover the key influential factors, adopt Fuzzy Delphi Method to analyze their important factors, also by using Decision Making Trial and Evaluation Laboratory methods to define the relation between factors for the common interest of ship registration in Taiwan. At least, this study used the Analytical Hierarchy influence factors of ship registry and the preference of ship registrations. The outcomes are showed as follows:

1.According to the criteria of overall evaluations, ”the deficiency of incentive”, “the income tax ” and “the cost of crews” are considered as most important factors, Based on the correlation among the key influential factors of the overall evaluation, “How to get around government regulations” exerts the greatest effect on the overall influential degree. More specifically, the main influential factors are “Seafarer’s accrue and their abilities” and “administrative measures,” the most crucial influenced factor is “avoiding government regulations”.

2.According to the overall evaluation, the “economic aspect” is the most important, As far as the criteria of overall evaluations are concerned, ‘the cost of crews’ is the most important, followed by “ the income tax”, “the charging of freight tax” , and “Seafarer’s accrue and their abilities “ factors.

3.Regarding with locations of vessel registration, study results indicated that “old open register” is the most preference of locations of vessel registration.
These findings will provide shipping companies in determining the choice of ship registration locations, and government authorities in formulating supportive shipping policies.
