In the present study, both net and excess fishing capabilities for torch-lighted fisheries in waters off Penghu were estimated using the DEA (Data Envelopment Analysis) approach. The DEA analysis of data sourced from Fisheries Statistical Yearbook of Taiwan (2000-2009) indicated that the net fishing capabilities utilization rate varied annually between 22.48% and 100% with an average value of 79.97%. The highest and lowest annual level of net fishing capabilities utilization rate was estimated to occur in 2002 and 2008, respectively. Excess fishing capabilities utilization rate was estimated using boat number, total tonnage and total horse power as individual input factors, indicating no excess fishing capabilities utilization existed since 2002 in term of boat number whereas the excess fishing capabilities utilization increased annually since 2003 in term of total tonnage and total horse power. The average fishing capabilities utilization rate for target species was 64.30%, 48.23% and 69.75 for Photololigo chinensis, Etrumeus teres and Spratelloides gracilis, respectively. Similar trends were observed with net fishing capability utilization and CPUEs (Catch Per Unit Effort) based on three different fishing efforts, boat number, total tonnage and total horse power. Taken together, DEA seems to be a feasible approach for estimating net and excess fishing capabilities for torch-lighted fisheries in waters off Penghu, providing a reference for fisheries management and policy-making.
