Analysis on the fishing capacity of torch-lighted fishery in the northeastern waters of Taiwan / 臺灣東北海域火誘網漁業捕撈能力之分析

碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 99 / This study employs Data Envelopment Analysis (DEA) to analyze the torch-lighted fishery fishing capabilities and excess capabilities in the northeastern waters of Taiwan based on the data released by the annual fishery reports, 2000~2009. DEA indicates that the average of torch-lighted fishery fishing capability utilization rate is 77.3% in 2000~2009, in which 2005 was the highest, and 2006 was the lowest (64.2%). Secondly, this study analyzes the excess rate using the number of fishing vessels, total tonnage and total horse power as input factors, and finds the average excess rate of all input factors are above 20%. In 2009, the excess rate of all input factors were higher than last year. Even the excess rate also reaches as high as 34.75% in total horse power. The study also employs DEA to analyze the capacity utilization by 6 sample vessels of the torch-lighted fishery during 2001 to 2010 and the capacity utilization of target species (Katsuwonus pelamis and Loligo edulis) by all sample vesseels of the torch-lighted fishery during 2001 to 2010. DEA indicates that the smaller fishing vessels have the higher capacity utilization. The average fishing capabilities utilization rate for target species was 41.6% and 64.5% for Katsuwonus pelamis and Loligo edulis, respectively. It was indicated that the sample vessels could have increased their catch or to reduce their input items. Moreover, this study compares the changes of the torch-lighted fishing capability utilization with the CPUE tendency comprising the number of fishing vessels, total tonnage and total horse power, and finds the torch-lighted fishing capability having changed in the same way as CPUE tendency does. Based on the analysis stated above, DEA is a feasible tool to analyze the torch-lighted fishery fishing capabilities in the northeastern waters of Taiwan and reveal the utilization of factors inputted into fishing industry, thereby providing valuable data for the fishing administrative policies.
