碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 99 / This thesis examines the net and excess fishing capabilities for Taiwanese-seine fisheries in waters off south-western Taiwan by using the DEA (Data Envelopment Analysis) approach. The DEA analysis of data collected from Fisheries Statistical Yearbook of Taiwan indicates that the net fishing capabilities utilization rate varies annually between 42.2% and 100% from 2000 to 2009. The average of the data in the decade falls on 67.5%. The highest annual level of the net fishing capabilities utilization rate occurs in 2004, while its lowest counterpart emerges in 2008. The excess fishing capabilities utilization rate conducted by the DEA statistics with the help of individual factors like boat number, total tonnage and total horse power indicates that no excess fishing capabilities utilization exists in 2004 in terms of the three individual factors. However, the excess fishing capabilities utilization rate has increased annually since 2004 with the three factors included. It is specifically noted that the excess fishing capabilities rates in the three different factors are over 50% in 2008. In analysis of the capability utilization rate in the main marine fish species like Trachurus japonicus, Katsuwonus pelamis, and Thunnus albacares, this thesis finds that the excess rate goes to 47.6%, 65%, and 49.5% individually.Similar trends of statistics are observed between the net fishing capability utilization and CPUEs (Catch Per Unit Effort) based on three different fishing efforts, i.e., boat number, total tonnage and total horse power. Taken together, DEA seems to be a feasible approach for recording net and excess fishing capabilities in Taiwanese-seine fisheries in waters off south-western Taiwan. Therefore, this thesis suggests that it can be a solid reference for fisheries management and policy-making in Taiwan.
