Marine Protected Areas planning by integrating of fisheries and marine environmental factors—a case study on the waters around the Northern-Three-Isles off Taiwan / 整合漁業與海洋環境因子劃設海洋保護區之研究—以台灣北方三島海域為例

碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 99 / Fisheries resources in an area will be seriously or even exhausted if the commercial and non-commercial fisheries exploitation continued going without limitation for many years. According to related researches, the fisheries yield in the Northern-Three-Isle waters declined year by year due to lack of good regulation and implementation. To solve the program, this study attempted to set up Marine Protection Area (MPA) on the traditional fishing area, with which the fishery resources will be conserved strategically and fishery can be developed sustainably in the northern Taiwan. The delimitation process of fishery resources conservation is a part of marine spatial planning. As marine spatial planning practices are comprehensive complex because of involving international marine conventions. Therefore, planning and delimitation of fishery resources reserves ( e.g. MPA, MCA and etc.), cannot ignore relevant international guidelines.
In this study we collected social-economic datum in regard to North-Three-Isle waters in year 2008. For each 0.1 by 0.1 degree grid, parameters including catch per unite effort (CPUE), species numbers of fish caught, and ratio of catch were calculated as a biological geographic layer, respectively. Base on these layers, buffering analysis of GIS technology were used to delineate and map out different functional MPA’s following international marine convention and fisheries policy. For each functional zone in the MPA, we combine biological geographic layers with separate marine geographic conditions including terrain, soft bottom and iso-depth contour to test the effect caused by different shape and range.
The international development of MPA set up in ecology and fishery economy concern, the MPA in the Northern-Three-Isle waters is proposed with an eye to protest fisheries resources. Once the MPA being set up, the fishermen’s incomes and livelihood in the near future will be affected directly or indirectly. Therefore, the study even examines the direct and indirect benefits toward the MPA’s establishment.
