A Study on Enhancing Ability of the Coast Guard Ship Proper on Average Position / 提升海巡艦艇妥善能力之研究-以海損立場為之

To explore the reasons for ships average accident, this article describes States and the International Maritime Organization definition and classification of shipwrecks, also takes into account of the national average for the definition of marine insurance, the insurance company log a case of the Maritime Patrol Directorate General from 2005 marine accidents to 2009, to organize information clearly for the benefit of actual cases to identify the causes of damage by boats, and continued use of Grey Relational Analysis and mathematical model of patrol vessels discuss the main causes of the occurrence of general average, summarized its results in the improvement of the management policy of naval marine accident.
On the initial data analysis, all vessels can be in dangerous condition that affects mainly from large to small order: ‘ship age’, ‘from 2005 percentage of loss frequency to 2009’, ‘staffing’, ‘sea of resistance’, ‘endurance’, and then on that analysis result, the choice of more than 60-tons boat data base, to improve the energy analysis on duty, then learned the importance of the improvement projects from large to small is: ‘shipping conditions’, ‘insurance claims’, ‘shipping warranty’, which ship conditions ‘safety/seaworthiness’, is relevant to the safety of navigation and marine navigation competent local authorities meet the airworthiness requirements of the state, and the impact of the key safety boat duty.
Finally, the sum for the lower average rate of improvement in ship management, respectively, from personnel training required, related naval personnel law system and the operation of ships and skills to develop viable management measures to reduced the average accident probability and programs to enhance the proper rate of vessels and contribute to capacity and effectiveness of marine duty.
