碩士 / 國立臺灣海洋大學 / 商船學系所 / 99 / According to SAJ marine accident statistics in 2010, it’s found that the number of ships and the trend are not diminishing. Maritime incident occurred when the ship is carrying unknown attribute cargoes or those inconsistent with Bill of Lading, and it attributes to fail to report behavior or mistake the work of the shipper. This study will evaluate the forwarding Cargo of the measured factors in the carrier opinion.
This research tries to sort out the causes of the forwarding cargo within the context of International Code and relative documents to build up the key points and perfect standards of goods carrying from the carrier, agency and freight forwarder. This study adopts Grey Relation Analysis (GRA) to analyze liner, tramp and joint carriers (liner and tramp) of influence forwarding cargo approval and ship-management factor and the point of view. And I use Quartile Deviation to construct a suitable evaluation criterion for the ship type which is forwarding into the Cargo. It provides carriers to well screen cargo and reduce the risk and cost effectively.
We found in the results of the study that the influence for measuring factors of forwarding cargo in different types of ship. But the mostly influences of the key factors of forwarding cargo for approval and management are “Cargo Characteristics” and “Shipper Goodwill” Final recommendations to the carrier can create the shipper database of credit conditions and record system of the cargo loss, and by using the evaluative criterion in this research, to establishes Standard Operation Procedure (SOP) of safe and convenient forwarding cargo.
