碩士 / 國立臺北大學 / 都市計劃研究所 / 99 / Since 1980s, the rise of China in the globalization process have made a great impact upon Taiwan's industrial development. This impact particularly affects the upgrade and evolution of high-tech industry clusters in northern Taiwan. Tucheng’s clustered industry is a part of this cluster transformation process. Scholars had made a lot of researches about industry clusters in Taiwan, but they mainly concentrated on the issues of industry clusters in Science Park. But There are less studies of clusters outside the parks. For this reason, this study explores the government's role in clusters with a strategic perspective. Also, by the discussion of two sides, it is discovered and compared the cross-cluster effects between different spatial levels .
This study discusses the construction and development of industrial clusters with reference to the concept of strategic coupling, and use Foxconn as an empirical case to analyze the triangle interaction between leading manufacturers, government and local environment in the global production network. The relationship of strategic coupling between leaders and government and the role of Tucheng’s industrial clusters construction and evolution are also investigated.
