The Expansion of China's Sea Power and US Strategic Responses Toward It / 中國的海權擴張與美國的戰略回應

碩士 / 國立中正大學 / 戰略暨國際事務研究所 / 100 / In the past decade the People’s Liberation Army Navy (PLAN) underwent dramatic expansion and modernization of its power. The build-up of PLAN’s might, along with its antagonistic behavior towards the United States Navy (USN) has sparked much discussion on the PLAN’s intentions and its implications for security of the United States. Hence, this study intends to examine the relationship between the expansion of China's sea power and US strategic responses toward it. China’s strategic focus is traditionally on land-based warfare in its long history. Recently, however, Beijing appears to be shifting from purely land-based power by its asymmetric military capabilities. The PLAN is developing the means of deterring foreign naval presence in the Western Pacific, which is defined as “Anti-Access/Area Denial” (A2/AD) strategy, and expanding its sea power in order to control the West Pacific, founded on Mahan's sea power theory. Hence, the China’s intention to challenge US maritime hegemony position is getting clear, and that does increase threatens to US forward military deployment and the freedom of navigation in the West Pacific.

As for US strategic responses toward China’s military threat, I recommend that “re-establishing balance” of offensive realism proposed by John J. Mearsheimer is critical for Washington to enhance its cooperation with America’s alliances and potential allies in Asia-Pacific. At the same time, the US also develops “Air Sea Battle” (ASB) to constrain China’s over extensions and A2/AD strategy. The purpose not only prevents dangers but also offsets China’s challenges. Clearly, the US does its efforts at preserving its maritime primacy in the West Pacific.
