The Study of Employment Promotion Policy on Taiwan after Financial Crisis (2008-2012) – Application of Policy Design Theory / 金融海嘯後我國促進就業政策之研究(2008-2012)政策設計理論的應用

碩士 / 中華大學 / 行政管理學系碩士班 / 100 / In order to solve Taiwan’s climbing unemployment rate caused by structural change in labor market and impacts brought by financial crisis, the government has continued to introduce various employment-promotion policies. This study will base on policy design theory and examine factors that contribute to the draft of major policies on employment promotion, logic of policy planning, target groups, adoption of policy tools, and achievements via research methods including document analysis and in-depth interviews in attempt to understand suitability and appropriateness of Taiwan’s employment-promotion policies as well as difficulties faced.
Study finds that Taiwan’s policy design on employment promotion is deeply under the influence of elite decision theory. With successful experiences derived from countries in Europe and U.S. as well as application of various policy tools such as public employment, wage subsidies and vocational trainings, the government hopes to reduce unemployment rate in Taiwan with efficiency. Nevertheless, measures taken also gave rise to a series of problems as follows: 1. Public service and wage subsidies are likely to result in dependency of job seekers; 2. Restricted eligibility for wage subsidy will create crowding out effect by general job seekers; 3. Vocational trainings can only raise employment ability to a certain degree; 4. Complicated administrative procedures will affect enterprise wills in application; 5. Proposals on raising employment for young adults can only achieve limited effects.
In response to the above, this study suggests the following: 1. Policy design should be integrated to avoid repetitions and waste of resources; 2. An effective plan to improve vocational skills should be drafted to alleviate job seekers’ dependency on the policy; 3. Targeted groups that benefit from the policy should be under effective supervision and management; 4. A mechanism for employee and employer interaction should be established with corporate social responsibilities reinforced; 5. Encourage trans-disciplinary learning for young adults to with interactive platform established between schools and industries; 6. Reinforce vocational training institute developments to provide training mechanisms that suit industrial needs.
