Western Shore Economic Zone of Mainland China to Explore / 中國大陸「海峽西岸經濟區」的探討

This research aims to thoroughly explore issues related to the Western Taiwan Straits Economic Zone (WTSEZ) through a strategic management perspective. Apart from discussing local management model of Fujian provincial government and strategy of establishing the economic zone, the author also analyzes Fujian’s strategic planning and implementation of the WTSEZ and its impact on Taiwan. Based on theories of strategic management, local governance, cross-boundary governance, and regional economy and employing indirect interview research and document analysis methods, this research seeks to find the implications of the WTSEZ on management. The author then focuses on providing concrete recommendations in the hopes of providing the Taiwan government and businesses with useful information for policy formulation.

Research findings are as follows:

1. Creating a new pattern to interact with the central government through making use of public opinion and winning over central government officials, Fujian has successfully raised the status of establishing the WTSEZ from local to national strategic level.
2. Fujian strives to attract Taiwanese businessmen by the proposed WTSEZ. However, the zone currently is still not the first choice of Taiwanese investors.
3. In the current stage (up to the end of 2011), Fujian’s economic achievements concerning the WTSEZ remained stagnant without any indication of further progress. Nonetheless, Fujian has made great strides forward in integrating the construction of transportation systems. An integrated transportation network consisting of diversified means of transport including road, water, rail, and civil aviation has been established.
4. The Chinese government expects that the development of the WTSEZ will facilitate people-to-people exchanges and contacts between Taiwan and Fujian, which in turn will promote cross-strait unification. It is hoped that infrastructure construction not only will create momentum for Fujian’s economic development but also will improve war preparedness at the national defense level.
