On 11th March 2011, a magnitude 9.0 earthquake occurred on the east of Sendai which dragged world attention on Japan. Unfortunately, the quake then triggered a massive Tsunami which caused 15,424 people dead, 5,367 injured, and 8,191 missing. Moreover, severe Southern Asia Tsunami caused 273,000 people deceased and total number of 510 thousand people injured on 26 December, 2004. This shocking news had raised the concern of preventing from any kind of disaster caused by Tsunami. Especially Taiwan, known as an island country located in the Pacific earthquake zone, will have to work on Tsunami prevention more efficiently.
This study is based on the reflection of the references of the cause of tsunami, the history of tsunami in Taiwan, domestic and foreign disaster prevention and rescuing management systems, The influences and reflection of Japan Tsunami to Taiwan, and disaster prevention and references City plan of Kaohsiung Chi-Jin district(Detail Plan). The procedures include, Investigation of highland Tsunami refuge, exit point of upper level building, and the status of the level usage of building in Northern Chi-Jin district. In addition, focus on the survey of local people and related rescue crews in order to sketch the basic Tsunami disaster prevention and emergency exit map.
According to the result of survey, the priority is to enhance the common knowledge of Tsunami prevention for the public. Secondly, improve the Tsunami warning system and relating emergency drills beforehand. Moreover, the investigation showed the shortage of upper level exit point in general after investigating the building in Northern Chi-Jin. Therefore, the local government should consider increasing more emergency exit points. The sketch emergency map can not only be used for emergency prevention drills but also in time rescuing and refuge indeed.
