碩士 / 逢甲大學 / 公共政策所 / 100 / This study investigated issues about implementation on policy implementation of marine education in elementary schools of Taichung City, including difficulties encountered by advisors in promoting the marine education policy and factors affecting implementation of the policy.
The methodology involved questionnaire survey, document analysis, and in-depth interview. The subjects researched included directors of Academic Affairs Office, chiefs of Curriculum and Instruction Section, and advisors engaged in promoting marine education among elementary schools in Taichung City.
Results showed that a high ratio of elementary schools in Taichung City did not implement marine education exactly as required by the policy. The main barriers to their implementation of the policy included a lack of the school’s administrative support, constant changes of education policies, immense pressure of curriculum preparation on teachers, limited funding for marine education from the Ministry of Education, and attitude of the administrative authorities.
Besides, in the assessment of policy implementation, the elementary schools in Taichung reached the adequate level on the five criteria in the technical aspect but scored relatively lower in the environmental feasibility aspect (i.e. culture, social, political, and economic changes) due to some external factors, such as merger of Taichung City and Taichung County, orientation of the teacher enhancement program, and the position of marine education as an issue rather than as a subject.
Finally, this study proposed some suggestions to authorities concerned, compulsory education advisory groups, and school administrations. The suggestions could be a reference for policy makers and researchers of marine education.
