This paper titled “research on political involvement of members of Yilan fishermen’s associations – using the fishermen’s association in Toucheng Township as example” carries two significances:
1. The writer, a Turtle Island descent, during 40 years of involvement with the fishermen’s association, has served various roles as the fishermen’s representative, community representative, and head of neighborhood, demonstrating a strong connection with Toucheng township fishermen’s association.
2. Under the implementation of the Martial Law after Kuomintang’s retreat to Taiwan, most members of Toucheng township fishermen’s association have always been supporters of Kuomingtang until the Martial Law was lifted in 1988. The liberalization of political environment and the alternation of the ruling party in 2000 have greatly changed the political landscape. The studying of factors affecting the political involvement of Toucheng township fishermen’s association is the primary goal of this research.
This study, using Toucheng township fishermen’s association as experimental group, focuses on the members’ political involvement and behavior, and using members’ unique characteristics, political background, political involvement, and current situation as differentiating factors. Due to difficulties in distributing questionnaires to all of the 8,600 members, the paper will focus on the 380 ship-owners and set-net fishery operators. Out of the 255 questionnaires distributed on March 10, 2011, 251 questionnaires were returned as effective questionnaires. Out of the 251 questionnaires, 196 questionnaires were collected from Toucheng Township, 15 from Jhuangwei Township, and 40 from other areas.
The findings from studying the questionnaire are:
1. Reliability and validity tests have returned coefficient of 0.8 and above.
2. Members of Toucheng fishermen’s association are in general less educated and lack of involvement in politics. Second, members who are offshore fishery operators and islanders are 50% more involved in public issues than the experimental group.
3. Highly educated male population tends to have higher political involvement, showing its interest in political activities, as opposed to the generally low education level of Toucheng township fishermen’s association members observed.
In light of the positive correlation between fishermen’s association members’ political involvement and government’s policy on the fishing industry, the new discoveries can serve as a tool and as a reference during future implementation of new regulations.
