Raging pirates pose a serious threat to operations at sea vessels, vessels in order to avoid the rampant piracy area have to detour, directly or indirectly affect the development of shipping, fisheries and trade. Southeast Asia is located between Asia and Australia, the Indian Ocean and the Pacific. Singapore Strait of Malacca is one of the world's most important sea lanes, the special maritime transport hub, making Southeast Asia since ancient time’s piracy frequent infested areas.
Increasingly serious problem of piracy in the Asia-Pacific region, for a long time because the dispute over sovereignty, political strife, and waters overlapping caused mistrust between the countries, has become a breeding ground of piracy. Countries suffer to set the 《Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia》, but in the piracy modus operandi with each passing day, this protocol seems can improve, this is in need of neighboring countries in the Asia-Pacific region formation of a consensus and to promote the relevant Legislative, The only way to dismiss each other's opinions in order to cooperation.
The thesis will take the analyzing documentary realities to collect and collate since Asia piracy, analysis and description of the piracy. Expect to the international community to combat piracy as Asia currently specific measures against piracy, Review of the piracy issue, countries have abandoned their prejudices, facilitate other countries to exercise right of hot pursuit, to sign the extradition of offenders treaty, in order to avoid the emergence of political issues, security issues aside, stop disputes and strengthen cooperation, prevent lawless elements took the opportunity to crime, is the fundamental solution of the fundamental path to the problem of piracy, to create the development of shipping, fisheries and trade in the Asia-Pacific region.
