According to the data released by Directorate General of Budget, Accounting and Statistics, Executive Yuan in 2011, the total number of divorces of people over fifteen years of age in Taiwan has raised from 1.391 million of 2001 to 1.443 million people, which is 7.32% of the total population. Over 156 couples file for divorces every day, especially divorces at higher ages, where the divorce rate has more than tripled that of a decade ago. The family structure change stats in Feng-Shan District, Kaohsiung City indicates that from 2009 to the end of June, 2012, a total of 1049 families underwent divorces due to various reasons, meaning that about 1049 women have become single mothers. The social issues and rate of single parenthood cannot be neglected.
From 2005 to 2012, Cixin Charity of Kaohsiung County implemented the fishing rod project, aiming at helping single mothers become independent and move away from deficiency. Courses in professional cosmetics, body care and massaging have been designed for disadvantaged females (divorced or spouse dead) and school drop-outs (special needs, extreme behaviors and family problems) to ascertain the principles of “Teaching him how to fish is better than offering him fish”.
