Feasibiility Studies On Sino-Japanese Joint Development Of Oil and Gas in The East China Sea / 中國大陸與日本聯合開採東海油氣田可行性之研究

碩士 / 銘傳大學 / 公共事務學系兩岸關係與安全管理碩士在職專班 / 100 / It has been a long controversy between Mainland China and Japan for Oil and Gas Field in East China Sea, among them, two most important factors triggering the conflict are borderline drawing and sovereignty issues. Here the borderline drawing involves law, politics, economy and military aspects, that is, several fields are involved. However, after several negotiations and interviews, settlement has been reached regarding the co-development of special zone of East China Sea, however, if we take a look at the current situation and Sino-Japanese relation, there is still no significant development and progress in such issue. Especially on September last year, after the occurrence of the internment of ship captain of Mainland China for borderline-crossing issue by Japanese government, a more obvious conflict is then triggered, hence, a tornado is created in military political or the national feeling fields.
Although, in Mainland China’s side, even in the era of Xiao-Ping Deng, the so-called ”Pending controversy but doing co-development” has been proposed, and later on, the leaders from both China and Japan have met together for lots of exchanges, yet there is still no major progress. When we take a look at the geographical environment and relation today, it is clear that both sides see the opposite as competitors, and neither side would like to see the opposite side to become the stronger power of East Asia. Sino-Japanese relation development covers political, economical and cultural factors, due to the globalization influence, both China and Japan have to contact and cooperate, however, major keys affecting the relation between two countries are the borderline drawing of East China Sea and sovereignty issues. In this article, solutions are provided for the controversial different viewpoints on East China Sea issue between China and Japan. It was thought that the best solution between two countries is through negotiation and interview to deepen the relation between both countries, and to achieve the co-development goal gradually. However, if the current relation between two countries is inspected, there is still a long way to go, hence, how to solve the East China Sea issue peacefully and in satisfied way between China and Japan so as to obtain the optimal benefit will depend on the wisdom of the leaders of both sides.
