Aso Government''s Policy on Anti Somalia Piracy: Viewed from The Environmental Model / 日本麻生政府打擊索馬利亞海盜政策之研究-以環境模型探討

碩士 / 國立中興大學 / 國際政治研究所 / 100 / Aso government announced to start up “maritime security operation,” sent two JMSDF (Japan Maritime Self Defense Force) frigates to fight against piracy in Gulf of Aden, on March 13th, 2009. After that, Aso government even drew up a new anti-piracy law on June 19th, 2009, to fight against piracy. According to this law, Japan can protect foreign ships from piracy attacks, thus enlarge JMSDF’s duty.
This thesis intends to analysis the forming of Aso government’s Somalia Anti-Piracy Policy through the Environment Model proposed by Maria Papadakis and Havery Starr. It shows that UN Resolutions, Chinese and American attitudes, public opinions, the upgrade for Ministry of Defense, and decision-maker’s perception have influenced the forming of Aso government’s Somalia Anti-Piracy Policy. In the other hand, although JMSDF makes their contribution to Somalia pirate issue, apparently, Somalia piracy has remained a big problem to East African maritime security. In the future, whether Noda government will fix the current anti-piracy law to deal with the severe situation in East African waters will deserve our further attentions.
