Planning of the Three Northern Islets Marine Protected Areas (MPAs) and its Impact Assessment on Fisheries / 規劃北方三島海洋保護區及其對漁業之影響評估

碩士 / 國立成功大學 / 海洋科技與事務研究所 / 100 / As a management tool for conservation of marine resources, the marine protected areas (MPA) is still in the initial stage in Taiwan. It can protect both the fishery resources and their natural habitats. To achieve the sustainable utilization of the ocean, Taiwan government plans to reserve the Three Northern Islands as a national park; however, detailed observations on marine ecosystem and the impact of MPA on fisheries are still rarely known. The purpose of this study is to design a MPA for the Three Northern Islands and to assess its impact on fisheries in order to achieve marine conservation and sustainable use of fishery resources.
In this study, the MPA planning for the Three Northern Islands is twofold: (1) to apply Geographic Information System (GIS) that integrates the satellite-derived images of Sea Surface Temperature (SST) and Chlorophyll-a concentrations, along with fish habitats information and interviews of fishermen for preliminary zoning scheme of MPA; (2) to use Voyage Data Recorder (VDR) data as an indicator for assessing the fisheries lost in several scenarios of different MPA boundaries.
The zoning plan for the Three Northern Islands MPA is as follows: (1) core area is a year-round no-take reserve; (2) buffer zone is used to protect habitat and temporary closure is observed from March to May; entry of net fishing boats is prohibited but pale and line fishing are allowed; (3) general use area allows all kinds of fisheries but the March-to-May closure is also observed. Based on the proposed zoning and management plan, the reduction of fishing efforts in the core area and buffer area are 20% and 30%, respectively, for all the fisheries. It is noted that the grill net fishing has the greatest impact, while the trawl fisheries is less impacted.
