A comparative study of marine education in Taiwan, the United States of America, and Australia / 台灣、美國、澳洲海洋教育比較研究

The ocean is the origin of life, in which the world has put emphasis on to raise marine and environmental awareness. The Ministry of Education has even integrated marine studies as the seventh learning discipline in the official nine-year curriculum. This thesis mainly addresses the current domestic status of marine education in primary and public education in Taiwan and compares to the US and Australia as well as providing suggestions and recommendations for the future. The hope is to contribute to the development of domestic marine education. This study specifically analyzed the marine education and current status of public marine education of Taiwan, United States, and Australia by literature analysis and the comparative method of education by G. Z. F. Bereday.
This study has observed that Taiwan’s marine education is as following: 1) Taiwan is an island and thus, it is necessary that marine education should be strengthened. 2) Taiwan’s marine education is heavily geared towards formal education and professional training and largely lacks promoting public awareness in marine studies. 3) Only coastal areas of Taiwan are heavily involved in marine education. 4) The marine study curriculum is still immature and lacks structure and breadth. 5) There are limited marine activities hosted by general schools to personally experience the ocean itself.
In light of the observations and results discovered by this research, nine suggestions are provided as recommendations to improve domestic marine education: 1) Marine education should use marine culture as a starting point. 2) Marine education should be planted deep within primary education. 3) Marine education should include marine public education and awareness. 4) Use appropriate marine education curriculum and teaching materials. 5) Local governments should compose educative materials using local resources and background. 6) Compositions of curriculum should emphasize both knowledge and sensibility. 7) Combine and integrate with original curriculum 8) Execute ocean education week. 9) Push forward marine sports and enhance student activities in the waters.
