Abstract

Cihou (now known as Cijin) was an important fishery center from the Dutch colonial period to the Japanese colonial period. It was also the first area in Kaohsiung that people aggregated. In different historical periods, Cihou played different roles. The only thing that did not change was the importance of its fishery development.

In the Dutch colonial period, fishery in Cihou was highly valued. Since the Dutch only ruled Taiwan for the economic profit, they did not construct Cihou much. They just controlled the profit brought by local fishery. They set up surveillance stations with guards there to prevent fishermen from fishing in Cihou without a license. The mullet tax was what the Dutch authorities valued the most, and the mullet fortification was also what attracted lots of fishermen from China to Cihou.

During Ming Cheng Era, Cihou was not only the fishery center but also a fortress. Cheng did not construct Cihou much because he only cared about overthrowing the Ching and restoring the Ming government. It was not until 1673 that A-hua Hsu, a fisherman, discovered Cihou to be a great place for fishing, brought his people, and therefore aggregated here.

In the early period of the Ching Dynasty, more and more immigrants gathered in Cihou. Besides developing fishery, Chiho Mazu is a religion and culture center in Cihou. Cihou built coastal defenses, which was known as Cihou fortification. In the late period of the Ching Dynasty, the customs was set up in Cihou for the purpose of commerce, and soon Cihou became a business center. . As a result, Cihou became an area with fishery, business, and military development.

In the Japanese colonial period, the Japanese authorities imported new fishing vessels and instruments to promote fishery development. However, after the completion of the construction of Kaohsiung harbor, it crashed the fishery of Cihou. Although the harbor facilitated traffic, it caused the diminution of the lagoon, which damaged fishery. Furthermore, the oil pollution caused the dropping in fish catch and the reduction of the aquaculture range. Since oyster-cultivating was banned in the harbor, aquaculture became declining. Although the harbor brought economic boom for Kaohsiung, it ceased the fishery development in Cihou. The Japanese colonial period was the key to the fishery in Cihou, which went from prosperity to decline. The rise of the shipbuilding industry promoted other industries in Cihou. With the transfer of Kaohsiung fishery center, the bustling scene in Cihou was no longer seen.
