An Analysis of Integration Theory And Development Model—The Example of the Western Taiwan Straits Economic Zone and Kinmen / 區域整合理論與發展模式之分析--以「海峽西岸經濟區」與金門為例

博士 / 國立臺灣師範大學 / 政治學研究所 / 100 / “Western Taiwan Straits Economic Zone” is an area that will focus on developing and constructing in 2011 China’s “Twelfth Five-Year Plan”; it is also represent a beginning of another goal that China adjusts nations’ regional economic development strategy and economic structure. “Western Taiwan Straits Economic Zone” is based on Fujian Province; undertake Yangtze River Delta in the north and Pearl River Delta in the south, link Taiwan in the east and the vast inland of Guangxi in the west; it also surrounds part of Zhejiang, Guangdong and Jiangxi. In “Twelfth Five-Year Plan”, China continues on 2008’s economic development model of “expasion domestic demand”, it not only pursues the transition of nations’ domestic economic model, but also hurries the nations’ contracting and regional coordinated development. However, “Western Taiwan Straits Economic Zone” has been defined as an area that China pursues balanced development in inland; through regional individual development, they hope to narrow the gap between urban and rural, coastal and inland, then finally reach nations’ development goal of overall well-fixed.
It is a new opportunity for Taiwan with the development of “Western Taiwan Straits Economic Zone”. Kinmen is an ideal pioneer for cross-strait cooperative development, not only for the location close to Xiamen, but also for the similar languages and cultures, along with the experience of “mini three links”; there’s no second choice except Kinmen. Therefore, this research will discuss whether cross-strait can have a localized cooperation to build a new Development Model with the development of “Western Taiwan Straits Economic Zone” through Integration Theory, by using Kinmen and Xiamen as a research object. We hope to not only construct a position of Kinmen in the development of “Western Taiwan Straits Economic Zone”, but construct a new interactive platform and model of cross-strait relations in order to reduce the plight of cross-strait’s political cooperation.
