However, milkfish breeding is easily affected by natural disasters and imbalanced demand and supply in the marketplace, the price of milkfish is more often than not unsteady(more often unsteady), leading to fishery governing authorities having to allocate considerable funds for disaster damage compensation, which relies on basic statistical information about the milkfish to plan compensatory measures precisely, such as the amounts of milkfish bred, breeding area, annual output, etc.
The notorious inaccuracy of the annual statistical report on Taiwan's aquaculture is often criticized. Therefore, the first phase of this study employs the method of questionnaire survey to explore the factors of statistical inaccuracies by interviewing the surveyors and users of the fishery statistical report in a bid to compile and present feasible improvement measures. The second phase uses the basic milkfish production data to establish an output review or evaluation pattern so as to examine annual milkfish aquaculture output statistics with a view to presenting referential material for the industry's planning and development.
The findings show that the factors of inaccurate annual fishery statistical reports include: 1. the number of professional surveyors is too low; 2. surveyors are inadequately trained; 3. low-level staffers are frequently transferred to other posts before they can get familiar with the work; 4. the data lacks a double-check mechanism. Improving measures include: 1. set up posts of professional surveyors; 2. provide award systems; 3. establish output review or estimation mechanisms based on breeding area and amounts, etc.; 4. review data on a regular basis; and 5. commission other units to conduct surveys. Findings from the second phase of research show that milkfish output estimates based on data from fishery statistical reports have not changed to a great extent during the past decade.
However, the output estimates have been usually higher than the figures in fishery statistical reports. The output estimates based on the data of integrated systems show greater output fluctuations, but are also higher than the figures in fishery statistical reports, meaning that the figures in fishery statistical reports seem to have been underestimated. Accordingly, the main solution for improving Taiwan's fishery statistical reports is to cultivate surveyors who have sufficient aquaculture background and experience so that they can judge efficiently on the accuracy of data while conducting a survey.
After collecting the data, the breeding amount and area figures from survey can be brought into the milkfish output review pattern to make an estimation of the year's output, which can be compared with the output figure from survey so as to provide opportunities of correction and improve the accuracy of data with a view to presenting valuable referential material to milkfish policy planning and industrial development.
