An Operational Evaluation of the Changes of Seafarer Markets for Shipping Companies / 船員市場變化影響航運公司營運之評估

According to the latest statistical data from the United Nations Conference on Trade and Development (UNCTAD), up to January 2011, there have been103,392 ships in service with GRT over 100, and there will be more and more ships to join the shipping market by the gradualcompletion of the previous orders of new buildings. However, as the growth of numbers of ships are far higher than the increase of numbers of seafarers, it results in the problem of unbalanced supply and demand of global seafarers to be more and more serious,especially for officers.
Due to the gap of the wages at sea and shore has been reduced gradually and plus the changes of the environment, it has resulted in the willing to work onboard for both national and foreign seafarers are lower than before. Under the situation of hard to look for seafarers, the wage scale of foreign seafarers still be risen constantly, it’s difficult for shipping companies’ operation. Thus, this research would like to describe the effect of crew cost for shipping companies and make countermeasures by analyzing and discussing the situation of supply and demand for global seafarers in detail, comparing and analyzing the make-up of seafarers and crew cost for domestic shipping companies. It is expected that the findings of this study can serve as a good reference for shipping companies in planning crew manpower policies.
The results of this research are as follows:
(1) The phenomenon of global officers’ shortage will keep going on, this problem will be more and more serious as well. However, the supply and demand of ratings have reached saturation, and will present the circumstances of overflew in the future.
(2) For shipping companies’ in Taiwan, national and foreign crew employment costs have an increasing trend year by year, but the save percentage of the average differences of national and foreign crew employment costs are narrowing year by year. It shows that foreign crew employment costs have gradually lost the advantage of low in the past. If shipping companies just want to save operating costs, are too mean to keep continuous training national crew with outstanding quality and higher centripetal force for shipping companies, but rely on foreign crew who only cares about wage scale, it will be a serious threat for the sustainable management of the fleet.
(3) The quality of crew depends on school education. Currently, most of young
national seafarers could not combine what they have learnt in school with practical job, it makes shipping companies misunderstand the quality of national seafarers be deteriorated and affect their intention to hire national seafarers.
