Strategies for Taiwan’s Ocean Freight Forwarder in Developing Multiple Country Consolidation – Case study of Pacific Star group / 台灣海運承攬運送業發展多國併櫃業務之策略─以沛華集團為例

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 100 / As a result of the advent of the large-scale container ships, Carriers may employ Hub and Spoke Network model in order to maximize their profit by calling at hub ports often in stead of calling at feeder ports.
Under such circumstances, the demand for Multiple Country Consolidation grows rapidly. Ocean freight forwarders collect less than container-load cargoes from different countries, consolidate them into containers in the hub port and transport the containers to their destinations respectively. This model will enhance the utilization of resources and reduces the transportation cost. Also, ocean freight forwarders are able to increase their business volume and revenue through MCC.
Nevertheless, Taiwan’s ocean freight forwarders face various problems and restrictions in developing Multiple Country Consolidation, such as longer time and more expensive cost which will affect the competitiveness of ocean freight forwarders and those calling ports. Taiwan does not have sufficient niche to compete with other ports in the Asia-Pacific region.
This research uses semi-structural interviews which mainly probes the problems, restrictions and operation strategies while the Pacific Star Group developing MCC in Taiwan. It suggests that Pacific Star Group may adopt the following measures: (1) to develop strategic alliance; (2) to develop those business models which other freight forwarders cannot fully offer; (3) to coordinate government authorities in order to simplify customs clearance procedures, lower relevant charges, avoid unnecessary regulations and intervention; (4) to solidify shipping networks across Taiwan Strait based on direct shipping links; (5) to strengthen the training scheme for logistics operating personnel; (6) to maintain good corporation identity and reputation; (7) to effectively control operation costs; (8) to provide differentiate services. The results of this research aim to provide useful reference for the ocean freight forwarders and government for making better decision on development strategies.
