Study on The Feasibility of the MSC Fishery Certification to Larval Anchovy Fishing in Taiwan / 臺灣魩鱙漁業進行海洋管理理事會(MSC)漁業認證之可行性研究

碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 100 / With the enhancement of consumers’ awareness of biological conservation, project of sustainable fisheries certification and eco-labeling system of fishery products based on market operation are also gradually developed. This study will take Larval Anchovy fishery as the object to conduct the research of pre-assessing the feasibility of Larval Anchovy fishery to get involved in the Marine Stewardship Council (MSC) fishery certification, so as to provide reference for other fisheries. Moreover, I hope this study could offer appropriate recommendations for management of and problems that Larval Anchovy fishery currently faces in Taiwan so that the fisheries authorities could take into account when revising and reviewing management measures. As the preliminary results indicate, among 31 KPIs of Larval Anchovy fishery, 14 KPIs are probably higher than 80, 16 KPIs are probably between 60 to 80, while the KPI of Larval fishery condition is lower than 60. That is to say, the Larval Anchovy fishery in Taiwan is not qualified for the 3 standards of MSC certification at present, not even achieving the basic standards of sustainable utilization, and thus it’s quite impossible to get MSC certification. Therefore, the management of Larval Anchovy fishery in Taiwan needs to be reviewed and improved substantially. Taiwan government has to follow the international trend of fishery certification, conduct more research on the fisheries resources and the condition of marine biological environment, and continue implementing conservation and management measures for the sustainable utilization. Additionally, this study suggests the fisheries authorities to review the management of Larval Anchovy fishery comprehensively and commission scholars to conduct more study for more scientific data so as to conclude whether the resource of Larval Anchovy could continue to be used on the premise of sustainable utilization.
