A Study of the Organization of Customs Preventive Launch in Taiwan / 我國海關巡緝艇編制之研究

碩士 / 國立臺灣海洋大學 / 商船學系所 / 100 / The Customs was the first government executive department which was in charge of coast inspection affairs and played a very important role at the coast and marine inspection during that time. When Coast Guard Administration, Executive Yuan established in 2000, a great number of revenue cutters and professional manpower were transferred to the newly established government division under the order of the higher authorities. Because of this change, the organization and administration arrangements, numbers of revenue cutters and professional officials are greatly reduced or reorganized. Therefore, this change has enormous impacts on the operation of coast and marine inspection activities executed by the Customs, and also produces new concerns in many aspects.

This study finds the following problems:
-The same contents of duties, but the allocation of workload and the number of personnel are different on revenue cutters in difference tonnage. This results in the unfairness on manpower deployment and workload sharing.
-Only the Kaohsiung Customs Office deploys professional vessel workforce to provide complete administration system and back-up support for the revenue cutters.
-At the Kaohsiung Customs Office, the Anti-Smuggling Operations team is in charge of the anti-smuggling activities with the assistance of personnel on the revenue cutters. At the other customs offices,however, the business is operated by the personnel on the revenue cutters. However, the current deployment of the manpower on the revenue cutters can not handle the activities without the help of the ground crew. Insufficient manforce may endanger the safety of the on-duty crew members.
-The average age of the personnel on the revenue cutters falls between 50 and 60 years of age.

This research is based on the documents and records from the Customs and Coast Guard Administration, Executive Yuan, as well as the operation regulations, to present the facts and problems of today Organization of Customs Preventive Launch. Opinions and feedbakcs are collected through in-depth interviews with personnel on service. The opioions and feedbacks are analyzed and studied for the reason of seeking solutions to the problems. The attention to the anti-smuggling activities in the sea has declined after the transfer of revenue cutters and professional manpower to a new government division. The government policy and the limited available resouces would explain the fact that the revenue cutters are understaffed. Besides, the fact that the customs staff has difficulty adjusting to the bad weather in the sea makes back-up support arrangement even more difficult.

This research suggests the following solutions:
-Deploy the same manforce on the 50-ton revenue cutter as it is on the 100-ton ones to meet the actual operation needs.
-The administrative position vacancies can be filled by professional marine personnel, or Customs personnel with professional vessel knowledge to provide professional management and support on the revenue cutters.
-The operation model at the Kaohsiung Customs Office is highly suggested to be the official model. The standard operation process (SOP), cumunication, and the allocation of responsibilities between crew member and ground crew member should be clearly stated and established. Another solution could be setting an age limit or physical ability requirement at the national exam when recruiting the vessel manforce.
-To slove the aging problem of the crew members, traing and transferring the crew members to positions at ground offices could be a solution.
The solutions mentioned above would be able to amend the flaw of the current system.
