A Study on The Shortage of Seafarers From Discussing The Phenomenon of Aging Engineer Officer In Taiwan / 從甲級輪機員老化現象探討台灣船員短缺問題之研究

碩士 / 國立臺灣海洋大學 / 商船學系所 / 100 / In this day, human resource of seafarers is the most concerned issue in Taiwan’s commercial maritime industry. With response to the recovery of global marine market, new-building ships are successively entering the market in recent years, and this increases the demand for seafarers on the present stage. The rising wage for officers in China, Southeast Asian countries like Philippines, Indonesia, etc, and the serious phenomenon of aging seafarers in Taiwan are also the facts that cause the seafarer’s shortage problem to marine corporations. The demands for managerial officers are especially more than supplies. The commercial maritime industry in Taiwan is facing the extremely serious officers’ shortage challenge; it indicates that the industry is badly in need of professional and skilled engineer officers.

By means of discussing documents and sorting data, this study researches the demand and supply in Taiwan’s seafarers market, the human resource of seafarers in international market on present stage, the impact of changes in society on human resource managing, the system of examination and training program, etc, to analyze and compare the current situation in Taiwan’s marine market. This paper further applies the Qualitative Research Methods—Interviewing, Ethnography, and Analysis, and the Questionnaire to study the impact of engineer officers’ aging problem on the shipping industry, and provide the suggestions according to it.

The findings show that the phenomena of “flag-out” have led to a serious negative effect on the work opportunities for Taiwanese seafarers. The approach to solving the problem of aging engineer officer is to have a nice training and promoting system, a well-constructed welfare and well-paid system, and make seafarers take turns on board and land. These are also crucial factors to attract talented seafarers. Therefore, this study has suggestions on two sides: On the side of government and school, it is recommended to construct an examination and training system that meets the standard of international conventions, shorten the time period of training, and give a tax credit to encourage marine corporations to flag in. On the side of marine corporations, it is recommended to have a well-promoted system, including rising the number of managerial officers and training talented students. Well-paid, well-constructed welfare system, and make seafarers take turns on board and land are also desirable. These can help the marine corporations to continue their know-how and make their business become greater than before.
