The Study on Suitability for Private Participation in Sewerage Construction / 污水下水道建設採民間參與模式之適切性探討

碩士 / 國立臺北大學 / 國際財務金融碩士在職專班 / 100 / In the past, the progress of infrastructure followed the Government Procurement Act in Taiwan. With the dilemma of budget limitation and debt ceiling in recent years, the government enacted Act for Promotion of Private Participation in Infrastructure Projects in order to upgrade the level of public service and to expedite social economic development. Moreover, sewerage construction was announced to be the priority infrastructure by Executive Yuan in 2003 due to the slow growth of percentage of population served by waste water treatment facilities in Taiwan.
However, the comparison of government procurement and private participation and the policy making are normally focus on the project’s self-financing ability, therefore the public welfare and benefits of private participation might be neglected in such an incomplete decision making process.
On the other hand, the model of Public Private Partnership is widely used in UK for decades and Private Finance Initiative (PFI), Concession and Joint Venture are common options for infrastructure nowadays. HM Treasury established Value for Money (VfM) Assessment for ensuring the suitability of the option and the guidance 2004 introduced a 3-stage assessment process and the application of both a qualitative and a quantitative test. Therefore, the study is focus on the suitability of Private Participation in sewerage construction in Taiwan by applying VfM assessment.
