A Study of the Impact of Petrochemical Industry on Agricultural Economics and Resonable Compensation System─A Case Study of the Off-Shore Industrial Park in Yunlin County / 石化工業對農業經濟的影響評估及合理補償機制之研究--以雲林離島工業區為例

碩士 / 國立臺灣大學 / 農業經濟學研究所 / 100 / Formosa Plastic Group’s emergence at the Off-Shore Industrial Park in Yunlin County and constructing of the Sixth Naphtha Cracking Plant in Mailiao has led to continuous safety issues since it began operation, and contaminated the residence’s health, agriculture, forestry, fisheries, and farms, and led to great resentment and protests of nearby residents. Yunlin County is a large agricultural county that provides large amount of rice, fruits, livestock, and other foods to Taiwan. This article uses the special characteristics of petrochemical industry pollution to analyze long term air quality data, Off-Shore industrial park environmental monitoring reports, and other related reports in Yunlin County assess possible affects the petrochemical industry have on the agricultural economy. According to damage compensation theory and empirical analysis, the residents'' opinion survey, and understanding the thinking of neighboring residents, this study tries to develop a set of reasonable compensation system. The purpose is to allow the output of private enterprises and social outputs to achieve an optimum point. Thus, it is recommended that government regulators amend the regulations suitably, allowing the people in the industry to have the concept that polluter pays, and further assist in the coordinate of the compensation process.
