The process and outcome of “Flagship Community Project” in Beitou / 北投旗艦社區計畫執行歷程與成果之探討

碩士 / 東吳大學 / 社會工作學系 / 100 / The Welfare Communization of Flagship Community Project which launched by Ministry of the Interior was in charged by Beitou, Taipei City in 2008-2010. This study was established by structured interview, secondary data analysis .The major interviewee are the project directors and staff. The project was focus on their allying process and participated motivation and trying to evaluate their execution process and outcome by three different perspectives: the Collaboration Relationship, the Community Empowerment and the Community Resources Integration. Also to do a preliminary discussion and analysis on the project managers(community social worker).
According to this study, found that :
1. Community collaboration relationship was not exactly established well: The consensus doesn’t reach in organizations, the work is also not fully implement opportunities for cooperation. Cannot generate a common vision and strategy. Therefore, the community integration system was limited functional as a communication platform in this program. It also occurred to the lack of consultation and discussion groups and greatly reduced the effectiveness of the operation.
2. Community Empowerment limited success: Because of the “Community Family” effects didn’t keep developing and the training courses aren’t implemented well resulting in slow growth of community capacity. However, the part of to express their views and needs in the community are executed well. Community work together through the co-operation with professional, effective expression can become service plan and can be applied in community.
3. Community resources integration effects wasn’t well: in this project, resources were controlled by the few groups, the service programs resources weren’t effectively integrate in community also resulting in scattered resources.

4. The project manager role was diverse: the community expected the project manager could doing well in project plan writing and resources integration and also hope project manager could timely respond the communities’ needs.
5. This program was limited impact on Beitou community: Since the service has failed to effectively extended to other communities which did not participate in the project, and also the lack of publicity and other factors, the impact is very limited.
In conclusion, as the research and practical results in this project to provide some related suggestion and hope to be specific reference in the future.
