In recent days of globalization, international trade is becoming nature of the modern business and every country’s customs administration is targeting to implement trade facilitation in order to promote international trade upon its comparative advantage. One of the customs administration’s priorities is trade facilitation which can be implemented under e-customs. IT based e-Customs can provide on-time action and it is streamlining way to downgrade some bureaucracy and formalities in the customs whole dimension.
The aim of this MBA thesis study proposed to illustrate the main stakeholders’ empirical view points toward challenges of CAIS-CEPS system, that e-customs management system that introduced since July 2010 in Mongolian customs; challenges are from different concepts as (1) system related factors, (2) organizational supportive factor and (3) individual ability related factors.
Occupying Unified Theory of Acceptance and Use of Technology, research framework and several hypotheses were developed and tested empirically through survey data from new system 2 different stakeholders as customs officers and customs registered specialists. Total 330 respondents were selected systematically, but valid 298 questionnaires with 90 percent effective rate used for data analysis upon SPSS. The methodologies as reliability test, factor analysis, t-test, ANOVA, multiple regression analysis were performed in order to check measurement quality and capture the relationship within constructs.
The result of analysis reveals that there are relationships among proposed independent variables and dependent variable Use Behavior; from them most important and influential one that affecting actual Use Behavior found out to be Effort Expectancy and Perceived Behavioral Control. Surprisingly, personal moderators such as education, position, purpose and location turn out to be influential factors for research construct.
Upon the result, several implications were drawn regarding to (1) stakeholder perception on performance and effort, (2) system improvement direction and (3) further relevant research.
This research was the first systematic quantitative research within Mongolian customs dimension; it expected to serve as catalyst role for system improvement direction.
