Study on the Construction Delay and Improvement Strategy in Sewer System by BOT Model / 污水下水道工程採用BOT模式遭遇延遲問題暨改善策略

碩士 / 國立臺北科技大學 / 土木與防災研究所 / 100 / In recent years, Taiwan people pay more attention on the importance of environmental protection and aware that the sewer system construction can effectively improve the quality of life. The huge cost of sewer construction is a heavy burden for the government. For this reason, the government promotes private resources joining the public construction in many ways. BOT is one of them. However, the BOT model still cannot avoid the engineering delay in the construction of sewer systems and sewage treatment facilities.
In this study, we try to find out the improved strategies for the construction delay in the cases of sewer system. This could provide reference about sewer BOT project in the future.
Through literature review, expert interviews and validation questionnaire, we summarized 45 delay problems about sewer project adopting the BOT model projects. Those delay reasons in the top five are " pipeline migration time being too long," "controlled excavation (digging forbidden)," "unreasonable contract duration", "" design changes "on the ground and underground obstructions with the demolition delay", "site condition does not match the current situation with the original design (such as geology, pipelines). "Frequency of the five highest score as: "pipeline migration time being too long ", "ground and underground obstructions with the demolition of the delay," "design changes"," controlled excavation (digging forbidden)," "increase or decrease the amounts of jobs."
According to the verification by experts, the top three serious problems of the delay "pipeline migration time being too long" can take the strategy by "Government set up a pipeline coordinator department", "government authority involved in the implementation" and "Change the path". The ground and underground obstructions with the demolition of the delay" can take the strategy by " government authority involved in the implementation ", "government set up a pipeline coordinator department" and "strengthen government policy for the project". The controlled excavation (digging forbidden)" can be solved by "work partition by different areas or durations", "work on outside of the controlled time".
